DISTRIBUTION OF INFLUENCE IN STATE DUMAS OF THE RUSSIAN EMPIRE
The article presents the experience of using mathematical methods in analyzing the influence of separate fractions in State Dumas of the Russian empire. The article is divided into three sections. The first one contains brief information on the composition and activities of the Dumas before the revolution; the second studies the distribution of influence in four State Dumas; the third presents an analysis of the 3rd Duma’s activities, which includes the assessment of a coordination of positions between separate fractions, the assessment of fractions’ influence considering and not considering the parliament’s coalition structure, as well as the construction of a so called political map that shows positions of each separate deputy and a fraction as a whole. The results obtained by the authors very well correlate with the historic realities and at the same time allow to define more precisely the established perceptions of the distribution of powers in the first Russian parliament.

The article describes new methods of quantitative analysis of the maturity of civil society and presents the results of pilot studies conducted on its basis in Rostov Velikiy, Petergof and Vidnoe. The methods presented by the authors were based on those of the World Alliance for Citizen Participation CIVICUS adapted to the context of Russian regions.

The analysis of electoral preferences is one of traditional and the most advanced directions of the political science. A number of principle approaches and applied techniques to the analysis of the electorate's behavior has turned from an experimental category into the area of research routine. At the same time looking-for such integrating parameters, which would allow appreciating to the maximum practicable extent and, if it is possible, just to assay the current state of political area and vectors of its evolution, has not been quitted. The article offers the handling to this task, which is bound up with the appliance of a new kind of one of such parameters - an index of polarization.

Terrorism, individualist and community behaviour
The article analyzes terrorism in the light of two behavioral paradigms – that of an individualist and collectivist (community) behaviour. It shows that if there is a terrorist threat on all levels of society’s functioning, a delay and even cancellation of main political freedoms can become an alternative to community behaviour. Such result appears due to a veto-group paradox – a symmetrical version of a community paradox. Besides, the article provides different definitions of terrorism, studies the typology of terrorist groups, reason for support of such groups by states, composition of terrorist groups, role of ideology, vulnerability of modern systems of life support. An Appendix contains a formal analysis of a veto-group paradox.

Indexes of parliament representativeness.
The authors introduce and analyze two indexes characterizing the degree of recording of electoral preferences based on the method of proportional representation. The calculations of these indexes are made on the basis of the results of the elections to the State Duma in 1993-1999.
