    • Federalism and liberalism: the strategies of the Russian law routine

The article is dedicated to the role of liberal values for federal relations in general and for modern Russia in particular. The author dwells on the liberal essence of the law, on the idea of spanning relatively self-sufficient and organized communities able to interrelate with each other by the law. According to A. Khovanskaya, in Russia, the instrumental legal approach dominates, which is associated with mechanical federation. Having analyzed federal laws the author comes to the conclusion that the problem of federalism has been reduced to the level of the protection of the vertical division under the minimization of horizontal links between structural units.
