Russian Army and the World Experience: One Hundred Years of Solitude

The article moves and substantiates the thesis that the Russian army found itself in the outskirts of the development of the military organization. This situation is inherited from the Soviet army and even from the Russian prerevolutionary army. The author is against thoughtless copying of foreign experience. At the same time he believes that the main postulates of military professionalism are of universal nature, and do not depend on national borders. The article dwells upon such factors as the role of the non-commissioned officers’ corps, the principle of territorial recruiting, the adequate structure of the high military commandment.

On the Trends in the Strategy of Defence-Industrial Complex Reforming

The article touches upon the concept of defense industry reforming, the basis of which should be the principles of the strategic approach. Besides, the complex of actions should be the instrument of the development, to serve as a prerequisite for the transition from the survival to the development. According to the author, the most important direction of the activity should be changes in industry including the consistent implementation of the strategy of the activization of positions and the strategy of technological break through. This, in its turn, will require restructuring of the defense industrial complex, launching of organizational economic mechanism of its development and its legal support.

Prospects of the Development of the World Geopolitical Situation and the Ways of Maintaining the Military Security of Russia

The author thinks that the turn of the XX-XXIst centuries is one of the most complicated and controversial periods of the world history characterized by quite vague prospects of the development of the geopolitical situation and the expectations of major changes in the whole system of the world order. In his opinion, under the current conditions, the Russian armed forces require operational and mobilization readiness to fulfil combat tasks in local wars and to take part in a large-scale regional war. In view of the today’s economic capacities of the state it is desirable not to oppose the types of weapons but to teach the army to combine them.

Problems of the Armed Forces in the Programs and Practical Activity of Russian Political Organisations

The review considers the relationships of political parties and movements of modem Russia to the problems of army and military reform. In this respect, the author analyzes both the appropriate sections in the program documents political organizations and their activity in this direction. It is asserted that the practical implementation of the party programs considerably lags behind their theoretical development. In particular, the author thinks that the hope to solve the problems of the armed forces by a substantial increase of military spending is illusionary. It is much more important where specifically the allocated means go, which supposes setting up the thorough control over the military spending.

Education at Russian military schools should be based on the Russian statehood.
